With 1/0 upgrades, 1 marine takes 7 hits to kill a 0/0 marine. In addition, look at it this way with 0/0 upgrades, 1 marine takes 8 hits to kill another 0/0 marine. Ok well look at it this way If you have 20 marines, and you add +1 one to them, you are effectively going from 120 damage->140 damage Adding 2 marines at that point puts you at 120->132 damage Yes, you have to pay gas for that extra damage, but EVERY marine that spawns after that has more damage. You'd be surprised that after a very short amount of time into the game weapon/armor upgrades are MUCH more effective than getting a lot more units. If he's got +1 weapons, than you HAVE to at least match him or he's going to win straight up, even if you have a fairly large army advantage. I think in general what you want to do is to check your opponents army as well. Then again, Toss is my worst race so I rarely do anything other than a quick timing attack or a VR cheese to win the games early, because once I get to late game with them I'm usually at a loss of what my unit composition should be.

As Toss I tend to upgrade after my 4th gateway is down, and right after I have a small army of gateway units out. After I get stim/conc shells I tend to go +1 weapons, usually around the same time I throw my factory down. You have so many damn excess resources if you're going MMM ball that it's almost silly not to. As Terran I tend to get +1 weapons before I even expand. Range upgrade takes priority over both though. Generally after I have like 8-10 hydras out I get +1 weapons, and +1 armor comes shortly after that. This is because while my hatch is upgrading, I tend to get a build-up of minerals/gas cuz I'm saving for hydras. As Zerg I tend to get hydras a lot, and I tend to throw down 2 evo chambers after I start the upgrade to lair. What race are you talking about here? I play random and it really depends on what my opponent is doing/what build I'm going for.
